Amendment C56alpi to the Alpine Planning Scheme – Heritage Overlay for the Avenue of Trees (western gateway, Bright)
Alpine Shire Council (Council) has prepared Amendment C56alpi to the Alpine Planning Scheme (Planning Scheme).
The amendment proposes to apply the Heritage Overlay (HO215) to part of the avenue of trees comprising Pin Oak, Dutch Elm and Scarlet Oak along the Great Alpine Road at the western gateway to Bright on a permanent basis as an individually significant place.
Amendment C56alpi is required to implement the findings of a detailed heritage assessment prepared by GML Heritage Victoria Pty Ltd (GML), which made this recommendation.
At the Ordinary Council Meeting held on 30 July 2024, Council resolved to adopt the detailed assessment, and to prepare and exhibit a planning scheme amendment to implement its findings to apply the Heritage Overlay to part of the avenue.
Make a submission
You may inspect the amendment, any documents that support the amendment and the Explanatory Report about the amendment, free of charge, at the following locations:
- on this page;
- during office hours, at the office of the planning authority, Alpine Shire Council, 2 – 6 Churchill Avenue, Bright; and
- by visiting the Department of Transport and Planning website at planning.vic.gov.au/public-inspection or by contacting 1800 789 386 to arrange a time to view the amendment documentation.
Any person who may be affected by the amendment and can make a submission to the planning authority.
Submissions must be made in writing giving the submitter’s name and contact address, clearly stating the grounds on which the amendment is supported or opposed and indicating what changes (if any) the submitter wishes to make.
Name and contact details of submitters are required for Council to consider submissions and to notify such persons of the opportunity to attend Council meetings and any public hearing held to consider submissions.
Submissions about the amendment must be received by 5pm Monday, 30 June 2025.

The planning authority must make a copy of every submission available at its office for any person to inspect, free of charge, for two months after the amendment comes into operation or lapses.
