Transfer Station Regulation Reminder: No Commercial Loads

To our Transfer Station Customers,

We want to remind our customers in the Alpine Shire who produce commercial waste and who have access to our transfer stations, about our regulations around accessing Alpine Shire transfer stations (Mount Beauty, Myrtleford and Porepunkah). Including the type and quantities of waste accepted.

Transfer station regulations include:

  • Only residential waste is accepted through our transfer stations. Anything of a commercial quantity or type will not be accepted. Under legislation our transfer stations are prohibited from taking commercial waste, which would be charged to Council at the higher commercial waste levy. More detail on this is included below.
  • The maximum amount allowed per day is 2m3 per type per day. Type of loads are as per our waste fees and charges found here.
  • All loads must be separated to allow maximum resource recovery and reduce costs.
  • No tipping trailers are to be used at transfer stations.
  • No members of the public are permitted to enter restricted areas. Authorised vehicles only.
  • All cement sheeting will be treated as asbestos unless certified asbestos free or marked by manufacturer. If it cannot be confirmed asbestos free it needs to be disposed of at Porepunkah Transfer Station by appointment.
  • Ensure you are treating our transfer station attendants with respect and following all instructions, both written and verbal.

Commercial Waste

Council’s three Transfer Stations are all designated for domestic volumes of waste only. This means that the current capacity is limited to accept volumes coming from households only. Whilst Council accepts both municipal and industrial types of waste, it is set to 2m3 of each type of material per customer per trading day, and is required to be separated. For example, if a load of bricks is mixed in with general waste it will count towards the total volume of general waste and a transfer station staff member will ask for it to be separated.

Additionally the domestic general waste Council receives at its transfer stations that is sent to landfill is charged a ‘municipal waste’ EPA Levy when it reaches the destination landfill. This means that each load of general waste must only contain 'municipal waste' and zero to minimal 'industrial waste'. Transfer Station Attendants must inspect each load that comes into the transfer station and are required to reject any load that contains high levels of 'industrial waste'.

Council and Transfer Station Attendants have the right to refuse commercial loads at its transfer stations and request that it be taken to a commercial waste facility.

Commercial waste producers are required to obtain their own commercial waste disposal system or contact transfer stations that accept and appropriately charge for commercial volumes of waste, e.g Bowser landfill in Wangaratta, to enquire about disposal.

According to the Environment Protection Act 2017 [Vic] Section 3 Definitions, ‘municipal waste means waste arising from municipal or residential activities, and includes waste collected by, or on behalf of, a council, but does not include industrial waste’ and ‘industrial waste means waste arising from commercial, industrial or trade activities or from laboratories’.
